Yang Fadong Leads Municipal Congress Delegation to Inspect CWPC Waste-to-Energy Project, Pledging Support to Resolve Enterprise Development Bottlenecks

On June 17, Yang Fadong, Member of the Party Leadership Group and Deputy Director of the Standing Committee of Zhangye Municipal People’s Congress, headed a delegation of over 50 municipal and district NPC deputies to conduct an on-site inspection of CWPC’s Zhangye Domestic Waste Incineration Grate Furnace Technical Renovation Project. The inspection aimed to evaluate construction outcomes of national key major projects and new-type infrastructure projects as well as local key environmental protection projects and identify bottlenecks hindering CWPC’s development. Ge Guohua, Chairman of CWPC Zhangye, accompanied the full inspection and delivered a detailed report covering project operations, renovation progress and long-term development plans.

During the site tour, Ge Guohua presented a full overview of the project’s daily operations, with a detailed breakdown of the ongoing grate furnace upgrade, highlighting core technical advantages, innovative construction solutions, current construction milestones and key engineering challenges.

The delegation commended the project’s remarkable operational achievements following field surveys. Deputy Director Yang emphasized that ecological protection forms the cornerstone of Zhangye’s development, and harmless domestic waste treatment stands as a vital livelihood initiative. He urged relevant municipal authorities to provide proactive, targeted support, establish regular communication channels to resolve construction and operational obstacles, introduce targeted supportive policies to ease the enterprise’s operational burdens, and provide end-to-end high-quality services to accelerate project construction and stable enterprise operation.

The Zhangye grate furnace renovation project progresses steadily in strict compliance with safety and quality benchmarks. Construction blueprints are scientifically optimized to accelerate progress toward scheduled commissioning. Going forward, CWPC will remain steadfast in its environmental mission, align its operations with local ecological priorities, upgrade waste resource recovery efficiency, expand its footprint in Northwest China’s green energy sector with premium workmanship, refined management and cutting-edge technology, and drive new advancements in Zhangye’s ecological civilization development.

Project Profile: Covering an area of 78.46 mu with a total investment of RMB 334 million, the Zhangye Domestic Waste Incineration Power Generation Project is equipped with two 300t/d CFB incinerators and two 6MW turbine generator units. It can process 600 tons of domestic waste per day, serving Ganzhou, Shandan, Minle, Linze, Sunan and other counties and districts.

Launched in April 2025, the renovation project replaces the original CFB technology with mechanical grate furnace processes, with a total investment of RMB 198 million. A new 600t/d mechanical grate incinerator and waste heat boiler will be built. The flue gas adopts a multi-stage purification process: SNCR denitrification + semi-dry desulfurization + dry purification + activated carbon adsorption + bag dust removal, supported by a complete ash and slag treatment system. The existing two 6MW power generation units and leachate treatment facilities will be retained for reuse. Divided into two construction sections, the project is scheduled to be put into operation by the end of 2026. After renovation, the daily waste treatment capacity will rise to 700 tons, generating around 100 million kWh of electricity annually.
