On February 9, CWPC convened its 2026 Annual Work Conference, during which the Business Objective Responsibility Agreements were signed. The meeting comprehensively reviewed the achievements and shortcomings of 2025, addressed the severe challenges and existing issues head-on, unified the CWPC's mindset, implemented decisive reforms, and fostered a collective commitment to fighting with all resources and striving to survive against all odds. It also outlined the operational plans for 2026, clarified the pathways to overcome key obstacles, and reinforced responsibilities at all levels. This event served not only as a review and reflection session but also as a pre-battle mobilization and oath-taking ceremony. CWPC Chairman and President Huang Youquan attended the meeting and delivered remarks, while Director, Secretary of the Discipline Inspection Commission, and Chairman of the Labor Union Xu Xiaoqin presided over the event.


Huang Youquan stated that he first extended heartfelt gratitude on behalf of the CWPC to all cadres and employees who remained steadfast in their positions and made silent contributions during the most challenging period of 2025, while congratulating the outstanding collectives and individuals who made remarkable contributions that year. He emphasized that 2025 was a year when the CWPC confronted crises head-on and tackled challenges with determination. Leveraging the opportunity presented by internal control issue rectification, the entire organization cascaded pressure across all levels, comprehensively strengthened compliance operations, and upgraded its internal management systems, thereby laying a solid foundation for the CWPC's sustainable development. He also highlighted key breakthroughs achieved in 2025 across three areas: clean energy technology, overseas markets centered on Central Asia, the Middle East, Africa, and Southeast Asia, and equipment manufacturing output value—all of which have laid a robust foundation for future growth.
Huang Youquan emphasized that 2026 is a critical year that determines whether CWPC can survive and achieve revitalization. All executives must fully recognize this existential crisis, pass on the pressure layer by layer, and genuinely embrace the mindset of "living frugally." To survive, we must make resolute decisions with the courage to sacrifice resources, thoroughly implement corrective measures, and leverage this as an opportunity for corporate management enhancement and compliant operations. Facing numerous projects, heavy workloads, and continuously improving conditions, all staff must focus their efforts on key priorities, always centering on customer needs and market trends. Ensuring project completion and product delivery should be the core of our work, with full commitment to achieving all objectives and seizing development opportunities. The CWPC has fully returned to its core business, refined and strengthened its real economy operations, actively integrated into the national new power system development, planned for green and low-carbon transformation, and cultivated new growth drivers.
He also stressed that all cadres and employees must strictly implement the four core work requirements: First, genuinely transform their mindset, proactively strengthen their sense of responsibility, and diligently fulfill their job duties; Second, focus on the core task of project implementation, with management departments providing full support and ensuring smooth frontline production and project execution; Third, strictly adhere to compliance standards, follow established procedures rigorously, comprehensively control operational risks, and ensure that all departments and their leaders uphold financial compliance principles by guaranteeing truthful, accurate, and complete information disclosure while strictly complying with all regulatory requirements for listed companies' compliance management and information disclosure; Fourth, enhance safety risk prevention before and after the Spring Festival, firmly safeguard safety standards, and ensure a safe holiday period.
